Über den ISOE-Literaturshop
Das vorliegende Diskussionspapier befasst sich mit der Sondierung möglicher "Gender Impacts", das heißt, möglicher geschlechtsspezifischer Wirkungen des europäischen Emissionshandelssystems. Eingangs werden der theoretische Hintergrund und die kategorialen Voraussetzungen für die Untersuchung der Genderdimension in der sozial-ökologischen Forschung herausgearbeitet. Daran anschließend werden geschlechterrelevante Aspekte klimapolitischer Instrumente im Kontext des europäischen Emissionshandelssystems sondiert und dargestellt: Dabei wird zum einen die Beteiligung von Frauen und Männern an internationalen Verhandlungen der Klimapolitik untersucht. Zum anderen wird das Ergebnis einer Literatur- und Internet-Recherche über mögliche geschlechtsspezifische Aspekte (Gender Issues) von Klimawahrnehmung und Klimawandel vorgestellt.
Schließlich wird eine eigens für die sozial-ökologische Forschung entwickelte Methode der Integration von "Gender Issues" in inter- und transdisziplinäre Projekte erläutert. Deren Anwendung zur Entwicklung von genderbezogenen Forschungsfragen wird beispielhaft am Verbundprojekt "Jet-Set" gezeigt. Weitere Informationen zum Projekt im ISOE

The introduction of a European Emission Trade System (EETS) causes far-reaching processes of socio-ecological transformation covering the institutional settings of climate policy, the market behaviour of enterprises in the energy market as well as public discourse about climate policy and land use patterns. A comprehensive assessment of potential economical, ecological, social and gender effects of EETS can only be carried out within a conceptual framework drawing on different disciplinary angles and methodologies.
The discussion paper focuses on the assessment of potential gender impacts of EETS. The first part introduces a general conceptual framework for the gender analysis of EETS. It draws on an approach, which was developed within the field of social-ecological research to assess gender impacts of political instruments and programs in various fields of action. It highlights the gendered division of labour, the gendered organization of intimacy and the gendered distribution of power to create and shape knowledge, new technologies and environmental policies as main axis for investigation.
The second part takes a closer look at climate policy and gender and investigates the gender relations in international climate negotiations. On the one hand, women-NGO attended the whole COP-process and tried to influence the course of negotiations. On the other hand, climate change has long been considered to be a "gender-neutral” issue. The result is a paradox situation where individual women have played a prominent role in international climate negotiations, while gender issues are hardly recognized.
The third part reports findings from a survey on research on gender impacts and EETS, also taking into account the role of gender differences in the perception and evaluation of climate change and policy instruments. Climate change and gender have long been considered to be mainly a topic for countries from the South, while only few studies investigate these gender issues from a Northern perspective.
Finally, in part four the gender impact assessment approach is applied to the assessment of EETS. Starting from the gender impact approach, a broad array of potential EETS-related gender issues was derived and presented to the collaborators of the Jet-Set project on a workshop in February 2004. A general appraisal resulted in a list of selected research topics, which will be investigated within the different modules of the Jet-Set project.
