The discussion paper at hand wants to make a contribution to the discussion about the social dimension of sustainability and put the dimension into more concrete terms.
Firstly, it identifies some basic characteristics of social phenomena and processes. Departing from these characteristics and the postulate of social justice inherent in the concept of sustainability, four core elements of social sustainability are identified:
Subseqently, a set of indicators is suggested that covers all these four core elements in order to measure the degree of achieved social sustainability. By contrast to other approaches to sustainability indicators, high importance is given to subjective indicators, since the particularity of the social dimension can only be represented by considering subjective factors.
In spite of the considerable amount of research that is being done on social indicators, data for indicators of social sustainability are still largely missing, above all subjective data. Furthermore, the indication of social ressources is being widely neglected in Germany and indicators for participation processes are missing as well. Consequently, the discussion about social sustainability has to take into account more rigorously the special qualities of the social dimension as well as to consider different ways of developing indicators for this dimension.
