Given their complex (and often partially unknown) cause and effect constellations, the effects of environment and sustainability relevant policies can only be estimated with considerable uncertainty. The analysis of the effects of programs and instruments plays an important role therefore in this area. With the help of evaluations one can analyze not only whether the goals desired have been reached; one can also obtain information about obstructions and constraints during implementation and help to recognize unforeseen consequences early. A central goal of sustainability strategies is to change environmentally harmful patterns of action.
The long term success of such strategies assumes the existence of social learning processes, structural changes and the growth of cooperation among actors. Whether such changes are successful or not depends in large degree on how programs and instruments are implemented. Over the last few years the evaluation of process qualities such as transparency, participation or social learning have become more and more significant, and have become an important part of quality management and organization development.
