The implementation of the model of sustainable development in a whole series of policy
areas requires a fundamental conceptual and strategic reorientation; indeed, the study
commission of the German Bundestag, "Protection of Human Beings and
Environment," has spoken of a necessary paradigm change. In the monitoring project,
"Research Policy for Sustainable Development," ISOE, under contract from the
Office for Technology Impact Assessment of the Federal Parliament, is investigating what
contributions can, and should, be made by research and technology policy to the
concretization and implementation of sustainable patterns of production and consumption.
In this regard, the study starts from the assumption that an orientation towards
sustainable development not only demands changes in the themes, contents and goals of
scientific and technical development but new instruments, procedures and institutions of
research and technology policy as well.
