ISOE is currently carrying out a study commissioned by the European
Commission to assess the gender impact of the 5th European RTD-Framework
programme within the specific programme "Energy, Environment and
Sustainable Development - Environment and Sustainable Development
subprogramme" (EESD/Environment). The specific programme consists of four Key Actions ("Sustainable
Management and Quality of Water", "Global Change, Climate and
Biodiversity", "Sustainable Marine Ecosystems" and
"City of Tomorrow and Cultural Heritage") and three Generic
Acitivities ("The Fight against Major Natural and Technological
Hazards", "Development of Generic Earth Observation
Technologies" and "Socio-Economic Aspects of Sustainable
Development").
Within the broad spectrum of these thematic research areas the gender
dimension is going to be analysed and evaluated. The study will cover the
following working steps:
- State of research and development of criteria: In order to develop
the basis for an analysis of gender-sensitive dimensions, the state of
research in the field of gender & environment referring to the
areas covered by the Key Actions and the Generic Acitivities as well
as gender-sensitive evaluation research will be explored. Thereupon an
evaluation concept will be compiled.
- Comparative analysis and evaluation of female participation in the
creation, implementation and translation into action of the specific
programme
- Analysis of consideration given to the gender-dimension and
evaluation of conception and implementation of the workprogramme,
examination and assessment of the project proposals retained for
funding as well as rejected proposals.
- Identification of priority fields of action, challenges and policy
recommendations for improved integration of the gender dimension in
the design and implementation of future research programmes.
Similar studies for the other specific programmes within the EU 5th
RTD-framework programme are being done by other European institutions.
The project started in July 2000 and will be finished by the end of
April 2001. The project responsible is Ms. Nicole Dewandre, DG XII/F
(sector Women and Science).
