Contrary to solar panels or photovoltaics only scant attention is devoted to the subject of modernization of heating systems. Studies have shown that heating systems are being used much longer than the estimated life span supposed by the manufacturers. In Germany the average age of a burner is approximately 25 years. But oftentimes systems are in use for 30 years and more. Experts therefore assume considerable backlog for the modernization of heating systems.

Since November 2004 aggravate limit values for allowable stack loss of heating systems are in effect. Since then heating systems with an output of 25 kW, which are installed in most single or semidetached houses, have to be renewed, if they show a stack loss of more than 11 percent.

On this occasion the Bremer Energie Konsens GmbH has been trying to motivate homeowners to install energy efficient heating systems. For this purpose the campaign "focus: heating" was started in mid of 2004 in cooperation with swb Enordia, the heating-plumbing-air conditioning guild and the guild of the chimney sweepers Bremen/Bremerhaven. The campaign has been accompanied by intensive public relation. Its main focus has been to advise homeowners on the subject of highly efficient burner technology, solar systems and wood pellet heaters. The campaign includes the internet portal www.brennpunkt-heizung.de as well as a hotline and information and advisory offers.

Aim of the research project was the evaluation of the information and advisory campaign "focus: heating" which was conducted by the Bremer Energie Konsens GmbH. On the one hand motivational barriers and restraints preventing a renewal of heating systems were explored. On the other hand it was analyzed how far the information and advisory campaign was able to reduce those restraints.

Using telephone interviews and group discussions the needs on information and advice around the subject of modernization of heating systems were  being surveyed.

Furthermore the knowledge about the information and advisory offered are being identified and the assessment of the advisory services and their impact on a decision against or in favour of modernization were being examined.

Based on the results of the evaluation proposals for the further development of the campaign were being compiled. In addition hints for further activities encouraging energy efficient modernization of homes were being developed, to be picked up at coming activities of the Bremer Energie Konsens GmbH.
