How are gender impact assessment (GIA) procedures institutionally anchored at the FEM? Although the above named project originally had the goal of developing a GIA checklist, currently, the project (working together with, among others, Prof. Susann Baer, Humboldt University) is concentrating on the organizational and institutional anchoring of GIA procedures. At the same time, in the course of the project, the GIA checklist has been applied to the drafting procedures for two laws: a revised version of the environmental information law and an amendment to the environment statistics law.
The goal of these applications has been to optimize the implementation of the GIA, thereby assuring greater gender equality in both laws. Moreover, the need for supporting resources for applying the GIA checklist (for example, experts, list of associations, data banks, literature reviews) has been identified and made available for use by the FEM for its various issues and tasks.
During the development of procedures for anchoring the GIA organizationally and institutionally, as well as gender mainstreaming as a whole, the project also dealt with questions concerning the determination of responsibility and of control and support instances. Here experience and knowledge, both from the FEM and from other ministries, were brought to bear on the development of the procedures. The overall goal is to develop a coherent model for anchoring both GIA and gender mainstreaming for the FEM.
The results of the project are continually fed into the Inter-Ministerial Working Group for Gender Mainstreaming, and will be presented to a wider public in Spring 2004 at a symposium.
